The fixing complex is exploitable in proportion to capital, visibility and infrastructure control - all obtainable openly. Probable exploiters, in rough order of capability: exchanges themselves (see all resting flow, run the venues where fixings print), index and oracle providers (define the reference), institutional market makers (quote both sides of the window, see the option surface), whales (capital concentrated at the right minute), and miners/validators via transaction ordering where on-chain oracles are involved. Blockchain core developers and chain administrators probably matter less for direct price manipulation but control fork and upgrade timing, which sets the narrative calendar. None of this requires anything illegal in an unregulated market - which is precisely the point (see H10041).
